Japanese people can be shy, or perhaps even a bit intimidated by foreign visitors. On the flip side, foreign visitors may interpret this as hostility and just plain unfriendly. However, there simply needs to be a medium, an icebreaker so to say. Location, environment, and perhaps a topic. These things together with the clear goal of cultural interaction and communication and set the stage for some good "omotenashi" (literally “hospitality). Simply put, Japanese people have a lot to teach and share, even though some might be shy from time to time, they would be more than happy to have you along for the ride.
